Departments

Since the establishment of the Commonwealth in 1978, the Municipality of Rota has managed numerous government departments that provided essential public services for Health, Safety, and Economic Growth. Presently eight (8) municipal departments are overseen by their respective Resident Department Heads who are appointed by the Mayor with the consent of the Rota Municipal Council. Commonly referred as the Mayor’s Cabinet consist of: Department of Public Safety-Rota, Department of Fire & Emergency Medical Services-Rota, Department of Public Works-Rota, Department of Finance-Rota, Department of Commerce-Rota, Department of Lands & Natural Resources-Rota, Department of Community & Cultural Affairs-Rota, and Department of Labor-Rota.

To foster, promote and maintain professionalism and Public Trust by striving to develop the welfare of wage earners and job seekers while adhering to policies and procedures set forth, in pursuant to authority, as provided by law.

Mission Statement

It is the mission of the Department of Public Safety to defend the Constitution and uphold the laws of the U.S. Commonwealth of the Northern Mariana Islands, to safeguard the lives and property of the people we serve, to reduce the incidence and fear of crime, and to enhance public safety while working with the diverse communities to improve their quality of life Our mandate is to do so with honor and integrity, while at all times conducting ourselves with the highest ethical standards to maintain public confidence and trust, promote community-oriented policing, and restore morale.

To save lives and property of the people of the Commonwealth-both visitors and residents alike-from fires, natural disasters, and hazardous material incidents by providing emergency medical services as well as preventing fires through mitigation and education programs.

The Department of Commerce, Rota’s Mission is to continue to uphold the execution of the wide range of mandated Public Laws and/or execute orders promulgated tailored to promote the growth of sustainable economic development partnership between our local municipality, or local business community in collaboration with state and international agencies.

The Department of Finance in the municipality of Rota is dedicated to maintaining public trust and leading as the model of good governance of the rules, regulations, policies, duties and responsibilities entrusted to the department by virtue of the Commonwealth Code Title 1, Chapter 11 subsection §2551; we are committed to serving our community of Rota, our taxpayers, government agencies, business community and its economy by: Collecting, depositing, disbursing, managing, and accounting for public funds in accordance with CNMI Statutes. Enforcing CNMI Tax Laws, Other applicable laws, and customs regulations by encouraging voluntary compliance, outreach education efforts, or lastly by consistent and fair enforcement. Exercising general supervision and accountability of government assets, and providing resources needed to accomplish their missions. Meeting all financial reporting requirements to the public, Mayor of Rota, Legislature, and the Governor of the CNMI.

Mission Statement

To be responsible for the protection and enhancement of the natural resources of the island of Rota including its marine environment. To protect the island of Rota's wildlife resources including fish, game, and endangered. To be responsible for the management and disposition of public lands subject to the supervision of the Board of Public Lands as provided by this Chapter. To conduct surveys of Pre-War Properties and Public Lands on the island of Rota. To work in collaboration with the Department Secretary and Division Directors to adopt rules and regulations in furtherance of its duties and responsibilities.

Mission Statement

The mission of the Department of Community and Cultural Affairs is to oversee the Commonwealth of the Northern Mariana Islands' functions in the area of human and social services, historic and landmark conservation and preservation, and activities to preserve the Chamorro and Carolinian heritages and traditions with respect to Article VI of the CNMI Constitution.

Rota Public Works is dedicated to Excellence, Integrity, and Stewardship. We enhance the safety, welfare, and livability of the community by providing and managing Roads & Ground Maintenance, Solid Waste Landfill Operation, Sewer & Drainages Maintenance, Landscaping & mowing, including Community Improvement Projects, etc. within the Island of Rota.
