Trust Territory of the Pacific Island (TTPI)

The Trust Territory of the Pacific Islands (TTPI) entered UN trusteeship pursuant to Security Council Resolution 21 on July 18, 1947, and was designated a area in its 1947 trusteeship agreement. The United States Navy controlled the TTPI from a headquarters in Guam until 1951, when the United States Department of the Interior took over control, administering the territory from a base in Saipan. Since July 18, 1947, the United States has administered the United Nations TTPI, which includes the Northern Mariana Islands (NMI), the Federated States of Micronesia (FSM), the Marshall Islands (RMI), and the Republic of Palau (ROP). On February 15, 1975, after extensive status negotiations, the United States and the Marianas Political Status Commission agreed upon a Covenant to establish a Commonwealth of the Northern Mariana Islands (CNMI) in Political Union with the United States. Sections 101, 1002, and 1003(c) of the Covenant provide that the Northern Mariana Islands will become a self-governing Commonwealth in political union with and under the sovereignty of the United States. The Covenant was approved by Congress on March 24, 1976, with the passage of Public Law 94-241. Although many sections of the Covenant became effective in 1976 and 1978, certain sections have not previously entered into force.
Commonwealth (January 1978)
The election results on December 10 th 1977 saw the democratic candidates Dr. Carlos S. Camacho and Mr. Francisco C. Ada as the first elected Commonwealth Governor and Lieutenant Governor-respectively in the same election year, Mr. Prudencio T. Manglona became the first elected Commonwealth Mayor on Rota. In January of 1978 the Municipality of Rota witnessed the inauguration of its first Commonwealth Mayor Hon. Prudencio T. Manglona and its first Rota Legislative Delegation members: Hon. Julian S. Calvo-Senator, Hon. Benjamin T. Manglona-Senator, Hon. Joseph S. Inos-Senator and Hon. Misael H. Ogo-Representative.
