CONSTITUTIONAL AUTHORITY:

1 CMC §5101 creates Offices of the Mayors within the Commonwealth Government, composed of the duly-elected Mayors of Saipan, Rota, Tinian and Aguiguan, and the Northern Islands. Mayors are authorized to promulgate regulations on local matters as provided by law. The Mayor of Rota is responsible for administering government programs, public services, and appropriations provided by law, for the island of Rota. Furthermore, the Mayor coordinates various federal programs extended to the island. The core responsibilities of the Mayor of Rota primarily involve services, programs, and other efforts that target the community.

HISTORICAL ARCHIVE:

The election results on December 10 th 1977 saw the democratic candidates Dr. Carlos S. Camacho and Mr. Francisco C. Ada as the first elected Commonwealth Governor and Lieutenant Governor-respectively in the same election year, Mr. Prudencio T. Manglona became the first elected Commonwealth Mayor on Rota. In January of 1978 the Municipality of Rota witnessed the inauguration of its first Commonwealth Mayor Hon. Prudencio T. Manglona and its first Rota Legislative Delegation members: Hon. Julian S. Calvo-Senator, Hon. Benjamin T. Manglona-Senator, Hon. Joseph S. Inos-Senator and Hon. Misael H. Ogo Representative.

Since the establishment of the Commonwealth in 1978, the Municipality of Rota has managed numerous government departments that provided essential public services for Health, Safety, and Economic Growth. Presently eight (8) municipal departments are overseen by their respective Resident Department Heads who are appointed by the Mayor with the consent of the Rota Municipal Council. Commonly referred as the Mayor’s Cabinet consisting of: Department of Public Safety-Rota, Department of Fire & Emergency Medical Services-Rota, Department of Public Works-Rota, Department of Finance-Rota, Department of Commerce Rota, Department of Lands & Natural Resources-Rota, Department of Community & Cultural Affairs-Rota, and Department of Labor-Rota.

Trust Territory of the Pacific Island (TTPI)

U.S. Department of Navy (1947-1951) US Department of Interior (1951-1986) The Trust Territory of the Pacific Islands (TTPI) entered UN trusteeship pursuant to Security Council Resolution 21 on July 18, 1947, and was designated an area in its 1947 trusteeship agreement. The United States Navy controlled the TTPI from a headquarters in Guam until 1951, when the United States Department of the Interior took over control, administering the territory from a base in Saipan. Since July 18, 1947, the United States has administered the United Nations TTPI, which includes the Northern Mariana Islands (NMI), the Federated States of Micronesia (FSM), the Marshall Islands (RMI), and the Republic of Palau (ROP). On February 15, 1975, after extensive status negotiations, the United States and the Marianas Political Status Commission agreed upon a Covenant to establish a Commonwealth of the Northern Mariana Islands (CNMI) in Political Union with the United States. Sections 101, 1002, and 1003(c) of the Covenant provide that the Northern Mariana Islands will become a self- governing Commonwealth in political union with and under the sovereignty of the United States. The Covenant was approved by Congress on March 24, 1976, with the passage of Public Law 94-241. Although many sections of the Covenant became effective in 1976 and 1978, certain sections have not previously entered into force.
